It's not a secret for anyone that in Russia there are drivers with real OSAGO insurance, and there are those who save and make only fake papers, so that in case of a stop, the traffic police inspector does not fine. Not so long ago, in Moscow and several regions of Russia, a system for fixing and recognizing cars based on surveillance cameras started its work in a test mode. The main task of such a mechanism is not only to search for traffic offenders, but also to recognize and search for cars with fake OSAGO insurance.

Today the system is working in test mode, meanwhile, according to the department, the system found about 10.6 thousand cars with fake OSAGO policies. To begin with, such drivers were sent notifications, not traditional "letters of happiness", since this system does not yet have a legal basis. The notice says that it is recommended to purchase insurance so that there will be no such troubles in the future. The system automatically enters the recognized cars into a separate database, and in the future it will carefully recheck and monitor the data of the car.

Another embarrassment is that, according to the director of information technology of the Russian Union of Auto Insurers, Alexei Samoshin, half of those drivers who received "letters of happiness" instantly called the hotline. As it turned out, they were sold fake CTP policies, which they had no idea about. If such a driver gets into an accident, and the policy turns out to be fake, he will pay all further compensation from his own pocket. To avoid such a situation, in the future it is necessary to issue a new MTPL policy, respectively, to pay for the insurance again. Recall, in order to avoid buying fake insurance, you need to go to the website of the Union of Auto Insurers. Next, enter the series and document number into the form. If OSAGO is legal, you will be given all the information about the company where the insurance was issued, the date of purchase and, of course, the validity period. Now each form has its own unique number, which is not repeated anywhere. If the insurance is fake, the system will issue a notification that there is no information in the policy base.

Also, a representative of the Russian Union of Auto Insurers said that the second half of the drivers who received "letters of happiness" and found themselves without a CTP policy, immediately went to take out insurance. This is exactly what the main task of the recognition system is aimed at, to fine drivers without compulsory motor third party liability insurance. The Union of Auto Insurers has once again made sure that the system is working correctly, the mechanism works without failures and loads on the bases, not only looking for fake insurance, but also protecting those who have issued a real policy.

So far there are no technical questions, and in all likelihood they will soon be transferred from test mode to combat mode. It is then that the owners of cars without compulsory motor third party liability insurance will begin to fully insure, and not only notify about the need to issue this policy.

It is worth recalling that today the fine for driving without insurance in Russia is 800 rubles. If the fine is paid within the first 20 days after receiving the letter, then the amount of recovery is 400 rubles. Earlier it was proposed to introduce a fine of 2000 rubles for the first violation, then they decided to raise it to 5 thousand rubles. Although they did not rule out a situation with the deprivation of a driver's license for a period of 4-6 months. See also the main changes in OSAGO for 2019.
